Blair Condie (1997-1999), and Delora Bertelsen (1999-2001).

It was run by a Managing Director. It oversaw Employee Relations, the Equal Opportunity Office, and Retirement Services during this time. In 2001 it split into Benefits and Compensation Services and Employee Relations/Equal Employment Office.
