Public Services was proposed to help the Director of Libraries manage all of the needs of the growing library. Public Services organized all of the Library's services dealing with the public into a division. The departments within Public Services reported to the Assistant Director of the Library.

Functions
Public Services was in charge of most of the departments in the library that dealt with the public. One of the main focuses of Public Services was to serve patrons with efficiency and accuracy; Public Services also monitored and improved the accessibility of the information and materials within the library to the patrons.

The Librarians within Public Services reported to the Assistant Director for Public Services who in turn reported to the Director of Libraries.
