An active program for collecting non-University-related archives and manuscripts was established about 1960. The J. Reuben Clark Library was completed in 1961. Sometime between 1960 and 1974, this program became a department.

In 1973 the Clark Library was renamed the Harold B. Lee Library. In 1974 the University Archives Division and the Manuscript Division were formally united administratively and became the Harold B. Lee Library Archives and Manuscripts department. This department merged with Special Collections in 1991 and became the Special Collections and Manuscripts department, later being renamed L. Tom Perry Special Collections in 1999.
