When the Brigham Young University Library in the Heber J. Grant building became too large to fit within the Grant building, a new edifice was constructed and was completed in the summer of 1961. The new library building was given the name J. Reuben Clark, Jr., Library. In 1973, an addition to the library was completed and the resulting building was renamed the Harold B. Lee Library. S. Lyman Tyler continued as director from the dedication in 1961 until 1966. Donald K. Nelson served as library director from 1966 until the name was changed in 1973.

Functions
Like most university libraries, the Clark Library served all regularly enrolled students and faculty with research and study needs. The collections grew quickly during this period, jumping from 700,000 bound volumes to 900,000 between 1968 and 1970, and reached over a million volumes by 1972. The library was also a depository of United States, Canadian, Mexican, and United Nations government documents.
