The Harold B. Lee Library Special Collections Division was proposed in 1991 under University Librarian Sterling J. Albrecht (1980-2002). From 1991 the departments within the proposed Special Collections Division functioned as they had until 1997 when Scott Duvall, former Chair of the Special Collections and Manuscripts Department, was made the Assistant University Librarian for Special Collections (1997-).

The Special Collections Division was created in an effort to create more effective and collaborative work within the departments that acquired, processed, and preserved special materials in the Library.
