"Until November, 1973, the responsibility for acquiring, processing, and servicing manuscripts was divided between the university archives and special collections. With the appointment of Dennis Rowley as manuscript librarian, a department was organized under his direction to take full responsibility for the development and use of this important body of library resources. He spent the early weeks and months of the year in acquiring equipment and supplies, planning and organizing a processing and office area at the east end of the university archives room, 112 HBLL, and in interviewing and hiring the necessary student assistants." The lack of trained leadership had created an uneven collection development and large amounts of material that had not been processed.
