"Until November, 1973, the responsibility for acquiring, processing, and servicing manuscripts was divided between the university archives and special collections. With the appointment of Dennis Rowley (1973) as manuscript librarian, a department was organized under his direction to take full responsibility for the development and use of this important body of library resources. He spent the early weeks and months of the year in acquiring equipment and supplies, planning and organizing a processing and office area at the east end of the university archives room, 112 HBLL, and in interviewing and hiring the necessary student assistants." In late 1973 a Manuscripts department was officially organized to deal fully with the acquisition and processing of manuscripts. The Manuscript Librarian was Dennis Rowley (1973-1974).

The Manuscripts Department dealt with collecting, and processing manuscripts. Most of the manuscript collections dealt with Utah, Mormonism, and the West. Most of the manuscript collections were available for the public to view.
