In 1991 Special Collections was under the direction of an Assistant University Librarian who was under the University Librarian. The Assistant University Librarian for Special Collections was over Rare Books and Manuscripts, University Archives and Records, as well as the Conservation Department.

In 1991 the Harold B. Lee Library Special Collections department and the Archives and Manuscripts department were combined to create the Special Collections and Manuscripts department. Sterling J. Albrecht (1991-1999) was University Librarian. Randy Olsen (1991) served temporarily as the Assistant University Librarian over the Special Collections Division until K. Paul Jordan filled this position (1991-a. 1998). Chair of Special Collections and Manuscripts: Scott Duvall (1991-1999).

In 1999, due to a generous donation, the department was moved to the basement of the Library and renamed L. Tom Perry Special Collections.
