Shortly after George H. Brimhall was chosen by the Board of Trustees to serve as President of the Brigham Young University in 1904, they board likewise granted their approval for the organization of a formal Presidency to work with President Brimhall. The Presidency consisted of George H. Brimhall, President (1904-1920); Joseph B. Keeler, First Councilor (1904-1920); Edwin S. Hinckley, Second Councilor (1904-1915); and Amos N. Merrill, Second Councilor (1915-1920). After 1909, the Presidency was absorbed as the head of the University Council. During Brimhall's last year in office and Administrative Council was created to take the place of the Presidency.
