In 1949, after a lengthy campaign organized by the Blue Key National Honor Fraternity, the student body of Brigham Young University voted to add an Honor Code to the existing student body constitution. To facilitate this an Honor Council was created under the legislative branch of the student government. This council consisted of 10 students chosen by the student legislature, representing all four classes of the University. Over time, the council's role in administering the Honor Code evolved from an adjudicative body to a counseling service and their organization shifted away from student government towards the influence of the Dean of Students. Throughout its existence, cheating and academic honesty remained the focus of this body, which caused tensions with University President Ernest L. Wilkinson who sought a broader interpretation of the Honor Code. Wilkinson created a committee and later office on University Standards to help deal with major violations of the Honor Code such as theft and moral problems, while academic dishonesty and Word of Wisdom violations remained under the jurisdiction of the Honor Council. Despite such efforts, the conflict between Wilkinson and the Honor Council ultimately led to the Honor Council voluntarily resigning their authority over administering the Honor Code in 1967. After that point the University Standards Office assumed full responsibility for the administration of the Honor Code and shortly thereafter the Honor Council was abolished. The chairmen of this council included, Dean Ashworth (1949-1950), Geane Shumway (1950-1951), Hall Connell (1951-1953), Robert Thorn (1953-1954), Gordon Conger (1954-1955), Kelvyn Cullimore (1955-1956), Howard Larsen (1956-1957), Eugene E. Kingdon (1957-1958), Keith Martin (1958-1959) and John J. Hunter (1959-1960).

Functions

The Honor Council was created to administer the student Honor Code. Originally the body served as a judicial board for violations of the honor code but over time they assumed more of a counseling role in an attempt to work with the individuals who were referred to them. As the program grew, several subcommittees were created within the Honor Council to help administer all of their functions.

Assets and Administrative Structure

The Honor Council started out as an appendage to the legislative branch of student government. By 1957 it was moved to the executive branch and the next year it was transfered out of student government entirely and placed under the jurisdiction of the Dean of Students where it remained until its dissolution.
