The Division of Instructional Research, Development and Evaluation was established in 1973. It was set up to consolidate instructional research, development and evaluation activities under one administration head. It was reorganized into the David O. McKay Institute in 1976. The director for the center was R. Irwin Goodman (1973-1976).

Functions

Main functions of the organization was to provide effective and responsive support to faculty in an effort to improve the instructional process. These services were set up not only for Brigham Young University but also the Church Educational System, and the Church of Jesus Christ of Latter-day Saints. The three main divisions within the organization were the Department of Instructional Development (DID),the Department of Instructional Evaluation and Testing (DIET), and the Institute for Computer Uses in Education (ICUE).
