The Development Office was created to coordinate existing fundraising drives for BYU. It was officially a volunteer organization. In spring of 1969, the Development Office was organized on a broad national basis, and in 1972 the responsibility was passed on to the Church of Jesus Christ of Latter-day Saints, in order to also benefit existing church colleges.

The Development Office handled private charitable contributions to the university and rewards to donors and friends.

The Development Office was officially a volunteer organization. When it was organized nationally in 1969, chairmen and committees were assigned to each of 12 divided sections of the U.S. to gather contributions from their specific areas. At this time, the majority of the National Executive Committee previously leading this initiative were released from service.
