The Department of Rural Engineering was established by the College of Applied Science in 1923. Lowry Nelson presided over the Department of Rural Engineering from 1923-1925.

Functions
The Department of Rural Engineering was designed to examine the issues and complexities facing agriculture in the Western states. Courses included: principles of agricultural economics, cooperative marketing, rural education, the Mormon village, rural sociology, farm management, western land problems, and American agrarian reform.
