In 1999 the Institute of Public Management was renamed the George W. Romney Institute of Public Management. Institute directors included: Lawrence C. Walters (1999-2000), Robert J. Parsons (2000-2004), and Gary C. Cornia (2004-2007).

The Romney Institute of Public Management included three programs of study: a Master's in Public Administration, an Executive Master's in Public Administration, and a joint Master's in Public Administration and Jurist Doctorate program. Course included: managerial accounting and computer concepts, program evaluation, managerial economics, economic environment of public administration, urban and regional economics, budget and finance, debt management, tax policy and management, managing public financial resources, statistical analysis, quantitative analysis, systems analysis and design, human resource management, management and organization development, management philosophy and style, compensation and benefits, human resource law, total quality management in government, human resource staffing, public and nonprofit marketing, written communication, oral communication, local government law, urban management, urban and regional planning, ethics for management, environment process of public administration, management strategy, current issues in public management, and business-government relations.
